Brittle and Bitter
Instead of being flexible, the chiles I received from Spice Inc. were brittle and unusable.
Spices Inc politely refunded my money, but their customer service told me that the brittleness wasn't a problem, and I should just rehydrate them.
I 'll find another more reliable source that has better knowledge of the product they are selling.

Too old
They were dried out. And yes I know dried Chilies are dry but they should have some flexibility.
